REQUERIMIENTOS ACTUALES EN LA POLÍTICA SOCIAL COSTARRICENSE, EL SIPO Y EL SAB COMO RESPUESTA

Durante las dos últimas décadas del siglo XX los diferentes países de América Latina tuvieron que hacer frente a diferentes períodos de crisis en el ámbito económico y a un estancamiento o caducidad de los modelos de desarrollo que se venían aplicando hasta ese momento. La respuesta inmediata por parte de las naciones afectadas fue someterse a una serie de programas de ajuste estructural, siguiendo en ese sentido los lineamientos dados por los organismos financieros internacionales.
Lo antes expuesto implicó el replanteamiento de los modelos de desarrollo y del papel del Estado, lo que necesariamente repercutió en la política social, que tuvo que hacer frente, entre otras cosas, a una disminución del gasto en materia de programas sociales. Dentro de este contexto se vio la necesidad de priorizar grupos de población y canalizar los limitados recursos hacia los sectores sociales que se encontraban en una condición de pobreza más aguda o que se habían visto más afectados por la crisis económica y por los programas de ajuste estructural.
