La Apertura Comercial
En la última década, el entorno de apertura y liberalización, ha privilegiado los aspectos de equilibrio macroeconómico, inserción en el nuevo contexto mundial y protagonismo del sector privado, junto al debilitamiento del Estado. La estrategia aperturista ligada al modelo exportador, privilegia la apertura indiscriminada de mercados y estimula el desarrollo del sector externo de la economía, excluyendo a los sectores que no se vinculan a la actividad exportadora. La política comercial derivada del proceso de
apertura, abrió una mayor incertidumbre en el comportamiento de los mercados y posibilidades de competencia desleal y dumping en muchos de los rubros de la pequeña y mediana producción.
