EL CONFLICTO SOCIOPOLITICO EN 1996: RESUMEN ANALITICO DE COYUNTURA

El conflicto socio-político de las dos últimas décadas (1980-1990) en el país no ha tenido el bajo perfil que podría suponer un contexto de posguerra fría. Así por ejemplo la expresión dominante de los movimientos de huelga y protesta social no se da a la manera de los años 70 con grandes movilizaciones y protagonismo del movimiento sindical. Sin embargo, este conflicto es persistente y no pocas veces reactiva los mecanismos del autoritarismo represivo y de la beligerancia ideológica.
En sus múltiples manifestaciones el conflicto socio-político asume más bien el carácter de la protesta local y la lucha sectorial. Se expresa en el conflicto suscitado por el sector laboral en sus acciones reivindicativas, por las comunidades en la búsqueda de mejores condiciones para su desarrollo y bienestar ; también en acciones emprendidas por diversos sectores sociales, como las mujeres, quienes presionan por abrir los espacios de la participación ciudadana y política. Es una modalidad de “lucha focalizada” con protagonismo de “nuevos” sectores sociales de comportamiento ascendente en la escena política: mujeres, grupos ecologistas, comunidades organizadas, etc.
