Abstract

The article discusses the need for anew environmental management enfoquedefrom which to analyze theecological damage related to globalwarming, especially the phenomenonof environmental refugees.This is part of that environmentalrisks are global and therefore an analysis focusing on nation-statescan not account for them, beingnecessary to resort to a “cosmopolitanoutlook”.It emphasizes the need to replacethe principle that “the polluterpays” to one based on the “responsiblemodernity” (Beck), accordingto which every human project orinitiative must demonstrate a priorithat it will not cause irreversible environmentaldamage.
